With reference to my Confidential Despatch of

the 22nd. July, I have the honour to transmit for your considera- -tion & Bill to amend the Opium Ordinance 1909, and a copy of a

e.orandum by the Superintendent of Imports and Sports in which he deals with the present position in the Colony of Raw Opium, Prepared Opium, and Lorphia and Cocaine.

In your Despatch No. 61 of the 8th. arch last you enquired at further steps it would be necessary to take in order to give effect to the Hague Convention, more especially Articles 3, 6, 7 and 9 to 14. The Bill now forwarded is designed to give effect to Articles 3, 6 and 7, but ur. Hutenison proposes that

a sub-section number (4) should be added to Sections 11 and 14 of

the amending Ordinance as follows:-

"(4). In the case of Raw Opium certified for the China

market the Superintendent day before issuing a

permit de..and the production of the certificate

covering such opium."

r. Hutchison has also pointed out that the maximum penalty for being in possession of or dealing in Morphia under Section 84 is only 8500 and he is of opinion that it should be raised to $2,000,

which would be the same as for Cocaine in Section 6 of Ordinance
